On the afternoon of May 26, 2018, a proposal seminar of 2017 major programs of National Social Sciences Fund was held in Jiangsu Mansion in Beijing with the topic of “Research on Massive Health Situation with Emphasis on Prevention and the Construction of Healthy China”. This program is undertaken by XJTU Professor Mao Ying and Professor Shen Shuguang from Sun Yat-sen University. Through friendly negotiation and approval by the National Planning Office for Philosophy and Social Sciences, researchers from both universities have formed a joint research team, carrying out cross-regional cooperation, learning from each other, for reducing homogeneous studies and wasting of resources. They will jointly work on the proposal, using questionnaires for empirical study of both applications, sharing research data and results, and making innovation in cooperative research mode.

Many experts were invited for reviewing and providing guidance to this program, including Zheng Gongcheng -- member of the NPC Standing committee, professor of Renmin University of China, president of CAOSS (China Association of Social Security), Liang Wannian -- director of the Department of Institutional Reform of the National Health Commission of China, Zhang Chaoyang -- director of the Project Fund Supervision Center of the National Health Commission, Lei Haichao — director, committee chair of the Beijing Municipal Commission of Health and Family Planning, Fu Wei — director of the National Health Development Research Center, Chen Ningshan — deputy director of the Law Department of the National Health Commission, Liu Shangxi — president of the Research Institute for Fiscal Science, Ministry of Finance, Ge Yanfeng—director of the Department of Social Development of the Development Research Center of the State Council, Jin Weigang — president of the Chinese Academy of Labor and Social Security, Huang xinyu — director of the Administration Office of the Medical Insurance Division of the National Ministry of Human Resources and Social Security, Professor Qing lianbin from the Party School of the Central Committee of C.P.C, professor Liang Hong from the School of Social Development and Public Policy of Fudan University, and Liang Hua, editor ofSocial Sciences in China. XJTU vice president Xi Guang and Tai Zhongzhi, assistant to president of Sun Yat-sen University attended the seminar and made a speech. The seminar was presided by Jia Yihua, director of the Office of Humanities and Social Sciences Administration of XJTU, and He Wenping, director of the Humanities Sector of the Office of Science Research & Development of Sun Yat-sen University.
At the meeting, Professor Mao Ying, chief expert of the research group, introduced research approaches and progress from five aspects, namely, research background, problem definition and exist research review, general framework and objectives, research content and methods, research design and planning. Professor Shen Shuguang of Sun Yat-sen University expressed his ideas and progress of this research from the perspective of topic analysis and strategies for problem-solving, research objectives, contents, framework and sub-topic, research methods, key and difficult points, and research expectation, etc.
Experts attended to the seminar also expressed their views on the program and pointed out the difficulties and challenges that will be possibly encountered in the future research. Because of the wide range of massive health, a single project will never cover all issues in the field. Therefore, a long-term strategy should be worked out to promote sustainable research. In addition, specific advices and guidance were also offered by experts in terms of research approach, key and difficult points, research content, methods, results, etc. Meanwhile, a heated discussion was held according to legal system, organizational system, organizational mechanism, and the top-level promotion for constructing a healthy China. They put forward practical methods with the integration of prevention and treatment, and stressed the importance of participation by all people. Particularly, the importance of individual was also emphasized in promoting public health, constructing healthy aging society, in order to realize the goal of creating a healthy China.
Professor Mao Ying and Professor Shen Shuguang expressed their appreciation for the help and advices to all experts, saying that they would enrich the research framework and strengthen the scientificity and viability of the topic.
In 2017, Xi’an Jiaotong University have obtained three programs supported by the National Social Science Fund of China, including “Research on Massive Health with Emphasis on Prevention and the Construction of Healthy China” presided by Professor Mao Ying, “Ecological Environment and System Optimization for Achievements Transformation in Market-oriented Major Technology Projects” presided by Professor Guo Ju’e from the School of Management, and “Research on Comprehensive Management of Financial Crime Through Internet” hosted by Professor Zhang Chenghu of School of Economics and Finance. Up to now, over 23 programs supported by the National Social Science Fund have been presided by XJTU researchers as chief experts.
